When user creates a new custom External Tool, the new ID registries in system. From the other hand, all IDs should be different, without repeats. So, if we add a new supported tool in the future and if this tool has the same name, as some custom tool in the user's system, the problems might appear. So, we need to provide some way to avoid this error.
