Scenario:
- Open the "Application Settings" dialog.
- Go to the "External Tools" page.
- Open the "Custom tools" group.
- Click "Import".
Current result: the "Import External Tool" dialog appears. In has the only field "External tool config". A file browse dialog can be opened when the browse button is clicked.
Expected result: for now do not show the "Import External Tool" dialog, open the file browse dialog directly. This behavior may be changed later, so do not remove the source code completely.
