Supported tools are not loaded in case of invalid xml for a custom tool

      Description

      See scenario that I encountered on my macOS system. Probably, the issue is reproducible on other system as well, but the scenario description should be tweaked.

      Scenario:

      1. In "~/Library/Preferences" there is "CustomExternalToolConfig" folder with two xml configs. See the files in the attached archive.
      2. Check the "tools" folder in the installed UGENE package. There should be the tools executables.
      3. Start UGENE.
      4. Open the "External Tools" page in the "Application Settings" dialog.
        Expected result: the supported external tools are set up.
        Current result: the supported tools are not set.
