Minimum width when decreasing the name list in the Alignment Editor

The sequences names list and the sequence are in the Alignment Editor are divided by a splitter.

Try to decrease the width of the names list. First, the width is decreased proportionally to the mouse cursor movement, but at some point it stops and then the names list becomes hidden.

The current minimum width is too big according to the feedback of a user. Make it a quarter from the current value.
