Select encoding when using "Open as"

When one uses "File > Open as" menu item there should be a possibility to set up encoding of the opened file.

Check this for the *.apr file from UGENE-6507. I.e. when it is converted to *.msf or other format, the specified encoding should be used even if the system encoding varies.
