Creating an annotation that goes through starting point of a circular sequence

Scenario:

1. Open a circular sequence.
2. Select a region that goes through the starting point.
3. Open the "Create Annotation" dialog.
   Actual result: the region are sorted so that the region at the "beginning" of the sequence goes first.
   Expected result: the region at the "end" of the sequence goes first, the region at the "beginning" of the sequence is the second one.
