Show error message on launching "plugin_checker" and "ugenem" without parameters

It shouldn't be possible to run "plugin_checker" and "ugenem" executable files manually, they are used for technical needs.

So, when launched from UGENE an additional parameter should be passed to each of the tools. Thus, when launched manually by a user, there will be no parameter and the tool won't be executed.

An info message should be shown instead:

Use "ugeneui" to start Unipro UGENE graphical interface or "ugenecl" to use the command-line interface.

In case of launching a command in Terminal, output the message to console.
In case of launching in GUI, show a message box with title "Information".
