Upgrade built-in samtools package in UGENE

The version of samtools package (https://github.com/samtools/samtools) built-in into UGENE was released about 10 years ago (0.1.18).

We need to upgrade this package (see libs_3rdparty/libs_3rdparty)  to the latest version.

1) Check our diffs with the original (0.1.18) package first (you will need to reformat the original first to make the diffs smaller)

2) Extract all our changes to original package into a separate diff.

3) Replace the original (0.1.18) with the latest one from samtools website.

4) Re-apply all our changes back.
