Shtirlitz shouldn't return an error when there is no network connection

      Description

      1. Delete "ugene.ini".
      2. Run UGENE 1.10.
      3. Select "No" (not to send the statistic).
      4. Close UGENE.
      5. Disable the network connection.
      6. Run UGENE.
      => An error notification appears: "'Shtirlitz task' task failed: Cannot resolve destination path for statistical reports" (see screenshot)

      The issue should be also verified at least for the case when "Yes" has been selected and the network connection is disabled.
