"Select manually" leads to the incorrectly selected region

      Description

      1. Open common_data/pcr_primer_design/gfp.fa.
      2. Click the PCR Primer Design tab of the Options Panel.
      3. Click "Primer search areas for insert" -> "Right area" -> "Select manually".
        Expected: region 355-426 is selected in the Sequence View.
        Current: region 356-426 is selected.
