Width of option panel for PCR Primer Design should not change width of all existing panels

      Description

      The width of the PCR Primer Design panel has been increased. As a result, all other panels became the same increased width. 
      It is necessary to return the usual width for all panels except PCR Primer Design.

      Note, if at first open a non-PCR Primer Design panel, all other tabs remain the usual size.
