Notification counter shows incorrect information

1. Create several notification (use UGENE_TEST_NOTIFICATIONS=1 and press Ctrl-Shift-N)
2. See that notification counter in the bottom right corner shows a correct number
3. Click the button under the counter - the notification stack widget is empty.

Correct behavior: the notification stack widget must contain all notification (count = counter value)
