Case switching should be applied to sequences right after the option is changed

1. Select "Use upper case annotations" in the "File Format" settings.
2. Open a sequence file with lower and upper case characters.
=> the upper case annotations are shown.

3. Select "Use lower case annotations".
!=> the upper case annotations are still shown.

4. Reopen UGENE.
=> the lower case annotations are shown.

On the third item the annotations should have been changed.
