Remove outdated and incomplete Branch Settings dialog in favor of options panel controls

The dialog invoked by the toolbar action is outdated: it contains incomplete settings, naming and does not provide real-time updating experience and uses a misleading icon.

This dialog was the only way to change branch settings before development of options panel.
Now this dialog can be safely removed.
