      Description

      UGENE has temporary directory for keeping its files.
      But there are no any checks if UGENE has rights on writing to this directory. It could lead to some problems. For example, http://ugene.unipro.ru/forum/YaBB.pl?num=1326766085#7

      A solution:
      Check these rights when UGENE starts, and if there are no rights offer a user to choose another folder for keeping temporary data.
