[SW] 'Lock scales' works wrong

      Description

      Lock resets after selection another lock mode:

      1. Open two sequences in UGENE in the same view
      2. Click "Lock scale: selected sequence"
        Current state: sequences synchronized
      3. Select another option in lock menu 
        Current state: sequences not synchronized
        Expected state: sequences synchronized

      Better to discuss this before fix, because this behavior typycal for previous versions.
