[Documentation] Update removed tools

We have many tools that we've removed but haven't updated the information about them in the documentation. Need to

1. Version (remember) all significant changes that can be taken into account in the documentation. This primarily concerns the removed tools.
2. Find and fix any such cases related to the tools/features in the documentation.

For example,

1. We no longer support the online installer and there is absolutely no way to use it correctly, so this information may be removed.
2. As of version X (insert number), UGENE doesn't provide the NGS metagenomics tools (e.g. Cistrome). However, some users may have older versions of UGENE with such tools. Therefore, it's impossible to simply remove information about them from the documentation; need to add information that they were removed from such and such a version, as was done on the page Public Storage.
   This must be done at a minimum for the ChIP-seq Analysis page and the tool page.
3. Removed OpenCL and CUDA. Relevant information should be updated; it can be found using a keyword search.
