Cloud Storage: SAFE_POINT if try to rename or delete file with Chinese symbols

Scenario:

1. Copy in ./UGENE_downloaded directory attached file with Chinese symbols
2. In Cloud Storage select this file and click Rename button
3. Type name "test.txt"

Trying to recover from error: Invalid cloud old file path: åº·ç†™å­—å ¸ä½“.txt at C:\BuildAgent\work\release\ugene\src\ugeneui\src\workspace\CloudStorageService.cpp:78

        4. Select this file again and click Delete button

The same result for the file with Russian letters, see attached file "эльбрус.html" .
Note, that it is impossible to rename/delete these files form UGENE Storage, but possible  to do these operations in the Storage  workspace.ugene.net.
