The "Restriction enzymes" dialog is empty in Query Designer

Regression starts with 48.0 version

This issue is based on the following request.

"The element 'restriction sites' in Query Designer is unable to show enzymes . This is also true  when open enzymes or load selection are selected to add enzymes from the file (.bairoch) extension provided in Unipro Ugene which eventually is showing no enzymes also."
