Selecting external tools toolkit with the Browse cause incorrect validation order

      Description

      1. Open external tool settings
      2. Delete all the path of the external tools
      3. Click the Browse button and select a valid external tool pack path with Cistrome and Python in it
      Expected state: all the tools are set and valid
      Bug state: Cistome tools are validated after Python validation
