The external tools validation task fails with the first failed scripting tool.

      Description

      1. Delete the UGENE.ini file.
      2. Start the full package (with the external tools directory inside).
        Expected state: all external tools pass validation, no errors are in the log.
      3. Go to the external tools directory and rename the python tool ("python.exe" for Windows, "python2.7" for Linux and Mac) so that UGENE couldn't find it.
      4. Delete the UGENE.ini again.
      5. Start the full package.
        Expected state: all cistrome tools can't pass validation, every tool writes an error to the log.
        Current state: there is only one error in the log, if there are any tools after the failed tool, they will not pass the validation.
