Improve visualization of circular view

Implement labelling of large features inside of the annotation (similar to linear view), while drawing labels outside of the element only for small features.

Add tab on Options Panel with the following CV settings(based on CV tech.document):

• visibility of sequence name and length
• font for sequence name and length
• visibility of ruler and font size of ruler coordinates
• font size of annotation label
• label position:
  • inside - all labels are inside of the annotations(if the label can fit there)
  • outside - all labels are outside of the annotations
  • inside/outside - if the label can fit the annotation and it is not auto-annotation, it's located inside. Otherwise outside.
  • none - no labels at all
