Improve circular view settings for trees

      Description

      Currently there are only "Width" and "Height" settings for trees in UGENE. But it is incorrect for circlular view.
      Add following settings to the "Tree Settings" dialog and to the Options Panel insead "Width" and "Height" for circular view:
      1. Root Angle
      2. Angle Range
      3. Root Length
