      Description

      Scenario to reproduce (in release version):

      1. Crash UGENE by any way.
        Expected state: crash handler starts.
      2. Set "Restart UGENE" checkbox, then accept or decline the dialog.
        Expected state: UGENE restarts.
      3. Crash UGENE again.
        Expected state: crash handler starts.
        Current state: crash handler doesn't start, system processes the crash.
