Move restriction sites settings to options panel

Settings for restriction sites searching are currently separated from the item that enable/disables the auto-annotations highlighting.

Move all restriction sites settings to a new tab on the options panel. Add a checkbox on the tab that enables/disables the auto-annotations highlighting.

When the highlighting is enabled, modification of the restriction sites search settings must be immediately taken into account.

Test the case when several SV with different settings are opened.
