      Description

      The Welcome screen should include UGENE logo and the following options:
      "New empty project"
      "Open file/project"
      "Open recent project"->list of projects
      A checkbox "Show on startup" (and corresponding option in the application settings)
      Optional: Tip of the day, latest UGENE news, links to UGENE help contents
