      Description

      Currently UGENE support a few file formats that can store annotations without a sequence.
      If the project view is closed user there is no sign of opening something.
      Add a notification in case of opening file that cannot be displayed by UGENE by default. Notification text draft:

      The file %1 is successfully opened but it does not contain any sequence.
      Open the corresponding sequence and drag the annotations on the Sequence View.
