SnpEff version is detected incorrectly

      Description

      Actual snpEff version in the external tools pack is 4.3i. UGENE detects is as 4.3. There are some troubles with the databases list, because it is detected for each version of snpEff and can be changed between different version, but UGENE doesn't update the list for all versions that start with 4.3.
      Fix the snpEff version detection. It should take into account a letter after digits.
