Old workflows with the SnpEff element can have an obsolete database ID

One can reopen an old workflow with snpEff element. This element has "Genome" parameter, where a database ID is stored. This parameter depends on the snpEff version, that is set in the UGENE settings. It could be correct for the launch, which was performed some time ago, but incorrect for the newer snpEff version.
This parameter should be validated before to workflow launch: it should be in the actual databases list.
Do not remove the parameter value from the old workflow just because it is not valid for actual snpEff version.
