Limit output for the WD dashboard

In the current UGENE version a lot of entries may be added to the WD dashboard, for example, when one builds a Kraken or CLARK database with a lot of input sequences. This may even hang UGENE when "External Tools" tab of a dashboard is opened.

Limit the number of the output, e.g there may be not more than 10 messages or less than several Kb (or Mb) of text.

Instead, write the tools output (full output) to a text file ("external_tools_info.txt"). Save the file to the workflow output folder. Add the following text notification in bold at the bottom of the "External Tools" tab:

The external tools output is too large and can't be visualized on the dashboard. Find full output in file "file_url".
