Add a hint label to the "Configure Element with Command Line Tool" wizard

Add a hint label to the "Input data", "Parameters", and "Output data" pages of the wizard. Put it above the separation line (see the attached screenshot), and decrease the empty space above the hint.

The hint label should be hidden by default. It should only appear when a duplicate argument name is used (i.e. argument name of a port or a parameter). It should have red color standard for error hints in UGENE. The error message should be the following:

Error: please use unique argument names for all ports and parameters!
