UGENE shouldn't set "Directory to save color scheme" if there is no permission to write in there

      Description

      Scenario:

      1. Open the "Alignment Color Scheme" tab of the "Application settings" dialog.
      2. Create a color scheme.
      3. Change "Directory to save color scheme" to any directory without permission to write in there.
      4. Click OK.
        Actual result: a SAFE_POINT is triggered.

      Note: if you use Qt facilities to check permission the behaviour has strong dependency on OS. More details
