Actions on local toolbar for Graph Views

      Description

      Currently the local toolbar for graph view is empty (it was not mentioned in UGENE-4575).

      Consider adding a few graph actions to the toolbar.

      Actions for graph view from the context menu:

      • graph settings
      • save cutoff as annotations
      • delete all labels
      • select all extremum points
